Common on larger business jets, far from universal on smaller ones, and never safe to assume. It depends on the individual aircraft rather than the category, and coverage also depends on the region you are flying over. If you need to work, ask for it to be confirmed for the specific tail.
Connectivity is installed equipment. Two aircraft of the same type and age can differ because one owner paid for a system and the other did not. This is why a category-level answer is worthless and the only reliable answer is about the specific aircraft being offered.
Systems differ in where they work. Some are limited to particular regions, and oceanic and polar routes are the most likely to have gaps regardless of the equipment fitted. On a long cross-border sector it is reasonable to ask not just whether there is wifi but whether it works along your routing.
Say so at quote stage and treat it as a selection criterion rather than a preference. An operator can offer an aircraft that meets it, but only if it knows. A trip booked on price and then discovered to have no connectivity is an avoidable disappointment.
